Federal Judges Request Panel to Rule on Overcrowding
Federal judges Lawrence Karlton of Sacramento and Thelton Henderson of San Francisco said Monday that a three-judge panel should be appointed to determine whether overcrowding in California's prisons is so awful that inmates can't get adequate health care unless some prisoners are released.
