Nonagenarian Jurist Has Plenty of Ideas for Access to Justice

Retired Judge Julius M. Title was recently appointed to the State Bar Commission on Access to Justice by the governor. At 91, Title says the secret to his energy is keeping busy.

      SACRAMENTO - Judge Julius Title says he believes the key to his high energy levels at the age of 91, is staying busy and engaged.
