Ship Owners Liable for Coast Guard Costs

SAN FRANCISCO - The federal government can charge ship owners for the costs of watching over the company's shoulders as workers attempt to keep shipwrecks from turning into major environmental disasters, the 9th U.S. Circuit Court of Appeals ruled Tuesday.
