A Children's Bill of Rights Urged in L.A.
Concern about failures in the foster care system recently led the newly formed Los Angeles Chapter of the National Association of Counsel for Children, whose members are mostly Juvenile Court attorneys, to begin drafting a "Bill of Rights" for kids as the group's first project.
