Excessive-Force Suits Decline in '90s
The number of excessive force lawsuits filed against the Los Angeles Sheriff's Department steadily declined in the 1990s under the late Sheriff Sherman Block, as did the amount of total payouts made in resolving claims and lawsuits, according to a report released Tuesday.
