Governor signs privacy bill, law enforcement scrambles to adjust

Governor Jerry Brown signed a bill Thursday that will make it much more difficult for local and state law enforcement to employ cellphone tracking devices know as stingrays and will bar them from bulk collection of data from tech comanies.
