Justices consider whether to allow Citizens United advisory measure on ballot

State Supreme Court justices appeared open Tuesday to adding a non-binding statewide measure, Proposition 49, to the 2016 ballot.

SAN FRANCISCO - State Supreme Court justices appeared open Tuesday to adding a non-binding
statewide measure, Proposition 49, to the 2016 ballot.


The court also grappled with wider questions over how to define the state Legislature's
ability to place measures before voters.
