Judge Says Council Could Be Liable

LOS ANGELES - In light of an appellate court ruling, a federal judge reversed himself Thursday and said Los Angeles City Council members may be held liable in Rampart civil lawsuits if they voted to pick up the tab for officers previously sued for misconduct.
