Christopher Commission Head Praises Police Consent Decree
LOS ANGELES - Former Secretary of State Warren Christopher, who led a commission that investigated the Los Angeles Police Department after the beating of Rodney King and recommended reforms that were never fully implemented, filed court papers Tuesday praising the consent decree the LAPD reached with the Justice Department.
