SACRAMENTO - Amazon has so far avoided the courtroom in its quest to overturn a new California law that forces it to collect sales tax on purchases - spending millions to gather voter signatures instead. A surprise move last week by lawmakers could scuttle that voter referendum campaign and leave the retailer no choice but to sue.
