Redevelopment agency under investigation

The city of Hercules and its redevelopment agency are under investigation by the state controller's office due to questions over annual financial reports.

The city of Hercules and its redevelopment agency are under investigation by the state controller after an initial review of financial reports found $39.4 million in "adjustments."
