After the Ax Fell

SACRAMENTO - In January, Gov. Gray Davis shocked the state's judicial and legal community. Not only did he propose reducing the $2.2 billion budget for the state's trial courts, but he also called for eliminating the Law Revision Commission, a small but important agency that had made fundamental reforms to the state's laws, and slashing the budget of the Commission on Judicial Performance.
