Electors Can Select Candidate Without Casting Vote on Recall

SAN DIEGO - A federal judge struck down a section of the state Election Code on Tuesday, ruling that voters can cast ballots for a potential successor to Gov. Gray Davis even if they don't vote on whether he should be recalled.
