Street-Closure Plan Hits Roadblock

SANTA ANA - The votes are in, but they may not count. Judge Cormac J. Carney of the U.S. District Court for the Central District issued a temporary injunction late Thursday afternoon preventing the city from counting 347 ballots from residents in the French Park area who are deciding whether to make several street closures permanent.
