US judge says noncitizens can't be detained without ability to pay bonds

A federal judge granted a preliminary injunction which calls for changes in bond determinations made by U.S. immigration officials.

A federal judge has granted a preliminary injunction which calls for changes in bond determinations made by U.S. immigration officials and certified a class of Central District noncitizens who remain in detention because they are unable to pay their bonds.
