The 1st District Court of Appeal will consider Wednesday whether a state law that prohibits individuals from knowingly telling lies to law enforcement violates the First Amendment.
The defendant in the case, Wilson Morera-Munoz, argues that Section 31 of the California Vehicle Code is an unconstitutional "content-based regulation."
