Cooley Says DA Neglected Duties

District attorney challenger Steve Cooley on Monday said incumbent District Attorney Gil Garcetti has neglected his duties by not opening a criminal investigation into the alleged mishandling by recently resigned Insurance Commissioner Chuck Quackenbush of insurance claims from the 1994 Northridge earthquake.
