Legal Services Head Thinks Restructuring Efforts Will Aid Clients

NEW YORK - John McKay has had a rough ride as president of the Legal Services Corp. Year in and year out, some determined members of Congress have tried to slash its budget. His efforts to appease Congress by enforcing restrictions on the corporation's attorney activities have angered the troops in the field. And local program directors around the country, California included, have blasted McKay and the corporation for consolidating programs in a restructuring effort.
