Board of Rights Judges Refuse To Back Down
Threatened with possible recusal for expressing doubts about the credibility of Rampart scandal whistle-blower Rafael A. Perez, two administrative judges in a police department board of rights hearing hunkered down, refused to back off their comments and defiantly reiterated them in even stronger language, transcripts made available Monday showed.
