Report Gives Juvenile Halls Failing Grade

The Los Angeles County Grand Jury report released Friday gives a flunking grade to juvenile correctional facilities operated by the county probation department. It rates all three of the county's juvenile halls as "poor" - and describes conditions at most of the 19 probation camps as "at best substandard ."
