SAN FRANCISCO - The mailers apparently worked. As maritime lawyer Dennis Herrera roared back from a big deficit to win election Tuesday as San Francisco's city attorney, political experts credited a late blitz of largely negative campaign mailers aimed at his opponent, Jim Lazarus.
