Sheriff's oversight group expands beyond Los Angeles

Created in 2001 to oversee the Sheriff's department's handling of excessive force, the Office of Independent Review has raked in more than $400,000 in freelance contracts while building a nationwide reputation for police oversight.

After a mentally ill man named James Chasse Jr. died in police custody in Portland, the city went searching for an outside authority to review the department's internal investigation.


One bid from Los Angeles rose above the rest.
