Pennypacker Named Judge

SAN FRANCISCO - In an apparent effort to fill all judicial vacancies before he leaves office, Gov. Gray Davis named three new judges Thursday, including prominent San Jose criminal defense attorney Philip H. Pennypacker and Morrison and Foerster partner Vincent J. Chiarello to the Santa Clara County Superior Court.
