SAN FRANCISCO - Sitting on the federal appellate bench, Judge William C. Canby appears unflappable. He put that quality to use on a recent nonjudicial assignment, as part of a team that tried to broker a truce between Ethiopia and the breakaway province of Eritrea in the Horn of Africa.
