LOS ANGELES - Thirteen California lawyers are seeking election to spots on the State Bar board of dg governors for 2004-05, including a past president of the Bar Association of San Francisco, a co-publisher of a Los Angeles legal-affairs newspaper and five - count 'em, five - people who submitted papers to run for the board last year.
