Court construction projects on time, below cost, study finds

The state Legislative Analyst's Office said last week court-construction projects were delivered on time, at or below their estimated costs, bringing a bit of good news for a judiciary that's lost well over $1 billion in the past five years to state budget battles and its building projects that some critics called wasteful.
