Curtin, Jr. - In November 1996, California voters approved Proposition 218, the Right to Vote on Taxes Act, which added Articles XIII C and XIII D to the California Constitution. One of the purposes of this proposition was to close perceived loopholes in earlier voter initiatives Proposition 13 in 1978 and Proposition 62 in 1986 by placing in the constitution the voter approval requirements of Proposition 62 (Government Code Section 53720 et seq.
