Justice Calls Downward-Departing Sentences Courageous

WASHINGTON - Supreme Court Justice Anthony Kennedy on Wednesday told a congressional panel that federal judges who depart downward from federal sentencing guidelines "are courageous and are exercising independence" by not blindly following the guidelines when they call for unjust sentences.
