Law Banning Affirmative Action Seems To Legalize Same-Sex Partners' Unions

Forbes - Can anyone deny that to halt a civil marriage because of one or both partner's sex is in direct violation of the express language of Article I, Section 31a of the California Constitution? Well, let us see about that! In 1996, the voters of California amended the state's constitution (at I, 31a) with these words from Proposition 209.
