Torts Systems in State, L.A. Bomb

WASHINGTON - California's tort-liability system is the fifth-worst among all states for its fairness to business interests, and Los Angeles is the most unfair local jurisdiction in the nation, according to a study released on Monday by the U.S. Chamber of Commerce.
