Forum Column - By Julie Ruiz-Sierra - Thirteen years ago, in Washington v Harper , 494 U.S. 210 (1990), a case involving the forced medication of prisoners with anti-psychotic drugs, the U.S. Supreme Court recognized that "[t]he forcible injection of medication into a nonconsenting person's body represents a substantial interference with that person's liberty."
