Defense Bar Cedes Ground In 'Atkins' Bill On Executions

SACRAMENTO - Prosecutors and defense lawyers said Tuesday they are much closer to agreement on a measure that would implement the U.S. Supreme Court's ban on executing the mentally retarded, after defense lawyers accepted major changes to the bill.
