State Bar Surplus May Spur Questions

What ought to be good news may be a problem for the State Bar: a $12 million surplus.


Though the bar has frequently complained it was close to running in the red and needed higher dues from lawyers, over the last year it somehow saved money it wasn't expecting.


Now its unionized employees are demanding a raise - something they haven't had in three years.
