LOS ANGELES - When the State Bar was in the depths of its funding crisis in 1998-99, one of the functions that suffered most was appointments. The bar Board of Governors has the responsibility to appoint members to dozens of internal committees, councils and boards and to several outside agencies, such as the state Judicial Council and the American Bar Association House of Delegates.
