State Owes Minor Parents Living With Their Parents

SAN FRANCISCO The state Department of Social Services has agreed to pay thousands of dollars in welfare benefits withheld from minor parents living in three-generation households, settling a lawsuit and further clarifying the state's obligations under 1997 welfare reform laws.
