There's the old Sacramento, the venerable but dusty state capital, and there's the new one that sits on the city outskirts and snakes down the Sacramento river, an area dotted with multistory homes, biotech labs, high-tech outposts and new wealth - the kind of wealth that promises to make local lawyers prosperous, too.
