Shellmound issues stall retail expansion plan

Berkeley - The city's Landmarks Preservation Board has called a temporary halt to plans for extending the popular Fourth Street retail corridor an additional block. Developer David Ruegg proposes to build a row of four retail shops at the property's northeast corner and leave the remainder for later development.
