Fremont, Hayward, Union City 'very low cost' communities in which to do business
Fremont, Hayward and Union City received the lowest possible rating - the Very Low Cost $ Kosmont Cost Rating, according to the 2000 Kosmont Cost of Doing Business Survey(r) - National Online Edition. The absence of any utility user taxes coupled with low property tax rates account for the low cost of doing business in these communities. Business tax rates, however, can be relatively high for some business tax categories.
