Judge Blocks Riverside Development

RIVERSIDE - A Riverside judge disagreed Tuesday with environmentalists who tried to stop a housing development in the Banning foothills because of potential greenhouse gas emissions. However, Judge Thomas H. Cahraman blocked the so-called Black Bench development on other grounds, ruling that the city's environmental impact report supporting the project lacked a full analysis of growth, road access and water supply concerns.
