New Receiver to Fix Prison Health Care

SACRAMENTO - Expressing dissatisfaction with the progress of improving medical care in California's prisons, a U.S. judge on Wednesday replaced the brusque receiver he put in charge of making changes with a law professor known for his collaborative leadership.
