Qualified immunity rejected for officers who detained attendees at child's party

San Diego police officers lost their bid for immunity Tuesday at the 9th U.S. Circuit Court of Appeals, which ruled they did not sufficiently show good reason to handcuff the majority of a Samoan family celebrating a 7-year-old girl's birthday.
