9th Circuit Removes Inmate From Death Row

SAN FRANCISCO - The 9th U.S. Circuit Court of Appeals on Monday removed inmate Warren Wesley Summerlin from Arizona's death row. An 11-judge panel held that the lawyer representing Summerlin failed to investigate his client's tortured family history and mental disability for presentation at the penalty phase of Summerlin's trial for murdering a bill collector in 1981.
