LOS ANGELES - They may not pass some watchdogs' "smell test," but there is nothing wrong with the $1.25-million in Los Angeles city litigation contracts awarded to two law firms associated with former Mayor Richard Riordan and former Assembly Speaker Robert Hertzberg, lawyers said last week.
