Another Rampart Arrest Brings Suit

Another alleged victim of rogue Los Angeles police officers filed a civil rights lawsuit Tuesday, claiming that disgraced officer Rafael A. Perez and two other Rampart Division officers planted elicit drugs on him, then arrested him for possession of controlled substances for sale Dec. 19, 1991, making it one of the earliest cases related to the Rampart corruption scandal.
