The Pasadena courthouse of the 9th Circuit Court of Appeals was packed Thursday afternoon with federal and state judges, members of the Clinton administration, leadership of the local Mexican-American community and other political leaders, who joined Sen. Barbara Boxer, D-Calif., and Chief Judge Procter Hug for the swearing-in ceremony of Judge Richard A. Paez.
