Reluctant Kozinski Prepares to Helm 9th Circuit
Alex Kozinski doesn't sound enthusiastic about becoming chief judge of the 9th U.S. Circuit Court of Appeals. But as one court watcher observes, it will be fun to watch a libertarian running a large bureaucracy.

SAN FRANCISCO - Weeks before taking the gavel for a seven-year term as chief judge of the 9th U.S. Circuit Court of Appeals, Alex Kozinski sounded grumpy about his new headquarters.
"This courthouse is not to my taste," he muttered, walking through the gleaming marble halls of the ornate palazzo at Seventh and Mission streets.
