Proposition 83, an initiative measure enacted in 2006, substantially altered California's sex offender registration laws. Some of Proposition 83's provisions were clearly penal in character: The proposition changed the definition of certain sexual offenses, and increased the term of imprisonment or the period of parole for some offenses.
