WASHINGTON - In a delicate case at the intersection of international law, judicial power and presidential authority, the U.S. Supreme Court struggled Wednesday over how to treat an international court ruling that ordered the United States to reconsider death sentences given to 51 Mexican nationals whose international-treaty rights were violated during their arrests.
