Commission fine against PG&E survives appeal

The 1st District Court of Appeal on Tuesday upheld a $14.3 million fine on Pacific Gas and Electric Co. levied by the Public Utilities Commission in connection with the utility's faulty reporting of pipeline size and pressure.
