Federal jurisdiction under the Clean Water Act has been expanded beyond boundaries
established by Congress and recent U.S. Supreme Court decisions. The executive branch
champions this as a major step toward protecting clean water resources, while the
legislative branch is working to repeal the expansion. And courts brace for the inevitable
mass of lawsuits to follow.
